Financing of the common agricultural policy
Report on the proposal for a regulation of the European Parliament and of the Council amending Council Regulation (EC) No 1290/2005 on the financing of the common agricultural policy and repealing Council Regulation (EC) No 165/94 and Council Regulation (EC) No 78/2008

The report addresses the need to harmonise Regulation (EC) No 1290/2005 with new rules contained in the EU Lisbon Treaty and in particular Articles 290 and 291 that concern delegated and implementing powers respectively.
The author of the report proposes some amendments as regards the conditions of the delegation, (e.g. the period of delegation, timeframe for objecting to a delegated act, extension of that period, committee procedure, etc.) in accordance with the “Common Understanding” of delegated acts as approved by the Conference of Presidents on 3 March 2011.
As such, the power to adopt certain delegated acts shall be conferred on the Commission for a period of five years from the date of entry into force of this Regulation. A delegated act shall only be entered into force if no objection has been expressed either by the Parliament or the Council within a period of two months.
The author also reviewed the "Regulation on implementing powers” of the European Parliament and the Council, which lay down the rules and principles concerning mechanisms for control by Member States of the Commission's exercise of implementing powers. Revisions were recommended - including some relating to expenditure and recovery.
There is an overall simplification - for this amendment will replace two Council Regulations (EC) No 165/94 and (EC) No 78/2008 and reduces administrative tasks.
The European Parliament voted to approve the report with 650 for, 24 against and 14 abstentions.
